Use Case title: Lightweight VO across a few countries

Short description: Extending a national VO to one or a few other countries should not rely on a central bureaucracy

Actors involved: NGI, National users, users of another NGI

Related Requirement: The overheads of turning a national VO into an EGI VO should be light enough that this route will be the one of choice but it should not be mandatory.

Pre-conditions: (optional): A VO operating solely within an NGI (sites and users)
