Use Case title: Estabilishing resource-operational centers

Short description: We are planning to establish a few resource-operational centers of UNGI in various regions of Ukraine in which the scientific and educational institutions are concentrated. We intend to organize the efficient support of users through the Grid portal which will be operating within the EGEE requirements.
