Use Case title: Encouraging and helping local research centers to create VOs

Short description: UNGI intends to encourage and enforce collaboration of Ukrainian research centers which are interested in implementing Grid and which are distributed over different state structures (Ministries and Institute of National Academy of Sciences) and regions suggesting and helping them to create VOs. We are planning to establish a few resource-operational centers of UNGI in various regions of Ukraine in which the scientific and educational institutions are concentrated. We intend to organize the efficient support of users through the Grid portal which will be operating within the EGEE requirements.
