Use Case title: Prevent fragmentation of European grid computing

Short Description: Grid computing is an activity which crosses national boundaries. It is important that both deployment and further development of middleware needs to be done in a coherent way all across Europe, and in such a way that interoperability with colleagues in other areas of the world is not compromised. With respect to production grids for example, EGEE serves this function now; it coordinates a middleware release and manages the coordinated deployment of this stack across the vast majority of European grid sites. One of the risks is fragmentation (which already happened for example in the Nordic countries), leading to more difficulties in real cooperation across country boundaries. EGI should prevent this, otherwise it is not clear why we even need an EGI.

Actors involved: funding agencies in various countries (the people who fund the computer centres), NGI officials, computer centre bosses.
