Use Case title: Support for the dynamic creation of Vos

Short description: Support for the dynamic creation a VOs, defined as a group of individuals or institutions who share the computing and other resources of a "grid" for a common goal. This involves the setting of the security infrastructure (user and credentials management system, authorization services, security policies, etc.)
