Use Case title: Communication - with (supported) VOs, operational entities and other sites

Short description: A site which runs several critical services, like a registry for a VO (VOMS server) or a file catalogue, has scheduled maintenance. To avoid problems for the impacted VO’s users it wants to inform them so they can adapt their planning. It might inform other sites to allow them to take over the critical service. It informs the grid operator and the ROC to avoid unnecessary trouble tickets.

Actors involved: Site manager or site administrator, VO manager, VO users, grid operator, ROC manager.
