Use Case title: Reporting errors

Short description: Every site reports on the errors it has encountered and stores them in a central place. Every region summarizes those reports and contributes to a regular (currently weekly) conference on operational problems.

Actors involved: Site managers, regional managers, VO managers, central operations management, security officers, grid operators, others if appropriate.
