Use Case title: Trouble shooting

Short description: The grid operator gets informed by the security incident team leader that a site creating a security problem and which does not or cannot respond in the appropriate delays has to be taken “off the grid”.

Actors involved: Grid operator (currently “COD”), operational security coordination team.
