Use Case title: Trouble ticketing - grid problems, network problems

Short description: To detect global problems on the grid, or problems between different NRENs, and to facilitate the follow up and solution of such problems, a central grid operator creates and assigns the necessary trouble tickets to the appropriate support units, using the centrally available trouble ticketing system.

Actors involved: Grid operator (currently “COD”), site administrator, site network manager, NREN operators; implicitly the support staff behind the trouble ticketing system.
