Use Case title: Security incident handling

Short description: A grid site gets compromised in a security incident. The consequences for the other sites have to be analyzed and appropriate action must be taken rapidly.

Actors involved: Central operations management (currently OCC) in the person of the grid’s security officer, the operational security coordination team, site security contacts.
