Use Case title: Bulk submission of computational jobs

Short description: Although the current middleware tools can do some bulk operations, applications developers must wrap standard commands in sets of custom scripts to deal correctly with jobs preparation, submission, processing and possible resubmission. Big user communities use their custom advanced production systems consisting of many services and using many servers. Who will be responsible to help the community to debug bulk submission and who is the primary contact to be informed about such requirements? Is it expected to start a new project dealing with described issue on my own? If I will start a project to resolve the issue will be there any mechanism how to include results of my project (I have know-how for submission of hundreds thousands of jobs within short time frame) as a standard part of infrastructure-supported middleware (and its high-level middleware tools)?
